Dhurandhar 2: Why does BMC want to blacklist Aditya Dhar's B26 Studio permanently? - Full matter explained

Dhurandhar 2 is in some trouble weeks before release. The Aditya Dhar film, set to hit the theatres on March 19, has run into rough waters with the Brihanmumbai Municipal Corporation (BMC). On February 16, reports surfaced that the second part of Ranveer Singh starrer blockbuster has infuriated the BMC, which has demanded permanent blacklisting of Dhar's production house B62 Studios, along with imposing penalties on the movie. Titled Dhurandhar: The Revenge, it takes forward the story of Indian spy Hamza in Pakistan, after he gets Akshaye Khanna's character Rehman Dakait killed in the first outing. Its part 2 will have actors Sanjay Dutt, R Madhavan, Arjun Rampal, Danish Pandor, Sara Arjun, Rakesh Bedi, and others reprising their roles.

Amid all the excitement around the final chapter of the movie, and whether it would be able to live upto the hype and come at par with its first part to break similar box office records, Dhurandhar 2's friction with BMC is adding fuel to the fire.

Why is BMC angry with Dhurandhar 2?

BMC has sought permanent blacklisting of Aditya Dhar's B62 Studios for repeatedly violating rules on the sets of Dhurandhar: The Revenge in South Mumbai. According to the organisation, the film was being shot on a building terrace and used two generator vans without adequate permissions. BMC sent a letter to the Deputy Municipal Commissioner (DMC) of Zone 1, the A ward office, demanding a penalty of Rs 1 lakh. In the letter, they recommended that B62 Studios, which is producing Dhurandhar 2, be permanently blacklisted from applying for future filming permissions. In addition, the Rs 25,000 security deposit submitted by the applicant has been forfeited.

DMC had cleared permissions sought by the civic body towards blacklisting, and two other applicants were prevented from submitting applications for permissions with the Maharashtra Film, Stage and Cultural Development Corporation Limited.

What did BMC say?

According to The Indian Express, a BMC official said, "Having received the clearances, the three applicants – Komal Pokhriyal, Nasir Khan and B62 production house – can no longer apply for shoot permissions with the Maharashtra Film, Stage and Cultural Development CL website. On Tuesday, we will also be issuing notices to these three applicants informing of the action, and a copy of the notice will also be shared with the Maharashtra film cell and BMC’s Business Cell head."

Trouble around use of fire crackers

The team of Dhurandhar was granted permission to shoot on February 7 and 8 between Modi Street and Perin Nariman Street in A ward. However, the production team allegedly 'violated' police conditions during the shoot, which banned the use of crackers and flammable materials.

After an initial warning, another application was filed for filming between February 13 and 14. Despite assurances that no flammable materials would be used, police received complaints around 12.45 am on February 14 about torches being lit during the shoot. A senior BMC official claimed that the authorities reached the location within 15 minutes and seized five lit torches. The movie unit reportedly assured that visuals involving fire would be created using VFX in the film.

BMC demands permanently blacklisting B62 Studio

However, following the latest complaint, BMC sent a letter to the DMC seeking approval to levy fines, and formally register the seized items along with permanently blacklist the applicants from future permissions through the state film corporation website. The letter also demanded seizure of torches at the Mint Road checkpoint and penalties for what officials described as serious violations that could endanger public safety in the Fort area.

Dhurandhar released on December 5, and went on to break all box office records globally. It has now emerged as the highest-grossing Bollywood film of all time.
